About Learning Disabled Programs and Services

According to the National Joint Committee on Learning Disabilities, a learning disability is a "general term that refers to a heterogeneous group of disorders manifested by significant difficulties in the acquisition and use of listening, speaking, reading, writing, reasoning, or mathematical abilities." A learning disability is presumably due to central nervous system dysfunction, and is not primarily due to other handicapping conditions, environmental, or cultural influences. It is not a form of mental retardation, or an emotional disorder.
